The California Emergency Medical Service Authority (EMSA) is pleased to announce our intent to award the Patient Unified Lookup System for Emergencies (PULSE) sub-recipient grant (RFO C15-049) to Audacious Inquiry (Ai). The PULSE solution will develop interconnectivity and exchange tools to enable health information exchange between health information exchange organizations (HIOs) during disaster situations and ultimately bring valuable patient information to disaster volunteers and emergency facilities in situations where the patient’s electronic healthcare record is not located in the community experiencing the disaster. The grant award is for $518,000, and runs through July 26, 2017.
This local assistance funding supports collaborative solutions to integrate PULSE as a critical component of the health care system into the health information exchange (HIE) landscape consistent with Grant 901X006/01-00, awarded by the Office of the National Coordinator (ONC) for Health Information Technology. The grant also meets the specific metrics required by ONC and has been reviewed and approved by ONC.
In their proposal, Ai demonstrated that they have the vision, experience, and technical expertise necessary to develop and implement PULSE. The proposed Ai team brings a skill set which includes technical and domain expertise in health information exchange IT and operations; applied practical experience and past performance working with the California Association of Health Information Exchanges (CAHIE) along with familiarity of EMS operations; and key personnel and health IT subject matter experts that will provide EMSA the best resources to undertake this critically important work.
Functionally, the grant provides the resources to develop PULSE which will connect multiple local data sources (health information organizations and health systems) to a Health Information Exchange (HIE) interoperability broker (to be separately selected). During a disaster, the web portal will be activated, enabling healthcare professionals employed by health systems or participating with HIOs to access patient records through their existing systems. Other authorized healthcare professionals will be able to access the portal via a user interface using single-sign-on assertion. This project will use exchange specifications, Integrating the Healthcare Enterprise (IHE) standards, and federated directory services enabled by the California Trusted Exchange Network(CTEN).
