NEMSIS 3 ePCR Now Required

Dr. Howard Backer has distributed a Memo that provides general information and direction regarding recent legislation that impacts EMS data systems requirements.  The guidance to local EMS agencies, EMS providers, and other stakeholders is intended to clarify their statutory responsibilities related to data and quality beginning January 1, 2016.

A key message is that electronic health records, using NEMSIS 3 compliant software, is now required for all EMS providers to allow for real-time entry at the patient’s bedside with the ability to share electronic patient information across other health care organizations to improve transitions of care.

The four bills which have recently become law effective January 1, 2016 are:

  • AB 503 relating to use of data collected from health facilities for quality purposes;
  • AB 1129 relating to required use of electronic health care records and data collection to be compliant with national standards as defined by National Emergency Medical Services Information System (NEMSIS);
  • AB 1123 related to data collection for ambulance patient off load time; and
  • SB 19 related to the collection of POLST information received from a physician or physician’s designee.
